Evening courses in safety and emissions inspection: everything you need to get PennDOT certified, in Lancaster, PA.

PA State Safety Inspection Certification 

Time Commitment: 12 hours + time to test

Dates/Times: Evenings

  • 5 – 9 p.m. June 1, 3, and 8, 2026 (test scheduled at a different day and time with instructor)
  • 5 – 9 p.m. July 6, 8, and 13, 2026 (test scheduled at a different day and time with instructor)

Cost: $250 for Category 1 or 2. Additional fees per category

  • Categories 1, 2, or 4 as an add-on: Add $50 for each add on
  • Category 3: Add $120
  • Categories 1, 2, or 4 retest: $50 per test
  • Category 3 retest: $100

The Workforce and Economic Development Center at Thaddeus Stevens College of Technology, in cooperation with the Pennsylvania Department of Transportation (PennDOT), provides the necessary information and testing for you to become a Certified Safety Inspector. 

To be successful in this program, participants should have a foundational understanding of basic automotive mechanics, including brakes and alignment systems. Upon successful completion of the program, you will receive a safety inspection certification card from PennDOT. 

Offered in the evening, the Safety Inspector Certification Course combines classroom instruction, special category instruction, written examination, tool clinic, and tactile examination for each category needed to receive a state Safety Inspection Mechanic Certification by the Pennsylvania Department of Transportation. 

Categories

Category 1:

  • Passenger cars/Trucks 17,000 pounds or less 
  • Trailers 10,000 pounds or less 
  • Classroom, written test and tactile 

Category 2:

  • Motorcycles
  • Need to have a current motorcycle license – NOT a permit
  • Test and tactile only

Category 3:

  • Trucks over 17,000 pounds
  • Trailers over 10,000 pounds
  • Buses
  • Test and tactline only

Category 4: Enhanced Vehicle Safety Inspector Certification

  • Upon completion, you’ll be able to review title applications and supporting documentation for the purpose of issuances of a branded vehicle title. 
  • Written test only
    Course Requirements
    • Course participants must be 18 years of age or older and possess a valid photo driver’s license. 
    • Attendance is taken and all classroom hours must be completed as a requirement to take the final written and tactile certification exams. 
    • You MUST bring your valid driver’s license photo ID with you on the first night of class. 
    • Participants MUST be able to understand, speak, read, and write the English language. 
    • Tuition must be paid in full before the start of the course. 
      Course Format and Certification Information

      Four-night format:

      • Night 1: Theory
      • Night 2: Theory
      • Night 3: Theory and written exam
        • To qualify for the tactile exam participants must pass a Baseline Test with a score of 80% or higher, if the participant fails, they must repeat the entire course at an additional cost. 
      • Night 4: Tactile (Hands-on) Exams
        • Participants will be notified of the date and time to report for their tactile exam upon successful completion of the baseline test.

        • All re-tests will be scheduled upon availability of the instructor and facility. 
      Steps to Get Certification Card

      Upon successful completion of your Tactile Examination, your records will be forwarded to the PA Department of Transportation along with a recommendation for certification. 

      The PA Department of Transportation, NOT Thaddeus Stevens College of Technology issues this certification.

      • Step 1: If you already have an account, log in to the training portal with your existing user ID and Password. If you don’t have an account, click on “Sign-Up” to set up a new account. 
      • Step 2: Once logged in, click on the plus sign beside “New ID Card” to see if there is a new ID card(s) available.
      • Step 3: If you have already received a new Safety and/or Emissions ID card, the date(s) produced will be displayed. If there are card(s) available, continue to step 4. 
      • Step 4: If there are cards available, click on the “order” button and follow the instructions to produce the card(s), and confirm/change the delivery address.  

      You should receive your Safety Inspection Identification Card within three (3) weeks.

      The emissions class provides the adult learner with the coursework and testing required to obtain the Pennsylvania Emissions Inspector Certification. Instruction includes both theory and hands-on demonstration using dynamometer gas analysis equipment and OBDI systems. Successful completion of the course and exam qualifies individuals to perform vehicle emissions inspections for certification. 

      Classes are held over three evenings (Monday, Wednesday, and the following Monday) from 5 to 9 p.m., with the final session dedicated to review and the exam. The $250 registration fee covers all instruction, as well as the required theory hours needed to sit for the Emissions exam. Attendance at all three sessions is required.

      • An additional fee of $39.99 is required to register on the PA Training Portal (www.patrainingportal.com) and obtain all student materials needed for the class as well as gaining access to the online exam. 
      • Course participants must be 18 years of age or older and possess a valid photo driver’s license. 
      • Attendance is taken and all classroom hours must be completed as a requirement to take the final written and tactile certification exams.
